New Prospective Purchaser Agreements

On January 10, 2000, EPA published three documents designed to streamline the process for evaluating and negotiating Prospective Purchaser Agreements (PPAs) which are agreements designed to allow parties to purchase sites on the National Priorities List under CERCLA without becoming a PRP. The three documents are a Standard Letter to Be Sent Parties Requesting a PPA; a Checklist of Information Generally Required Before a PPA Can Be Negotiated; and a Revised Model PPA. PPA hopes to promote the reuse of Superfund sites by entering into PPAs with entities such as Industrial Development Authorities.
