New Guidelines For Solid Waste Incinerators

By Robert W. Thomson of Buchanan Ingersoll & Rooney PC

On November 30, 1999, EPA published proposed standards and guidelines for air emissions from new and existing commercial and industrial solid waste incinerators ("CISWI") units. A CISWI unit is an enclosed device using controlled flame combustion that burns solid waste, or an air curtain incinerator that burns solid waste, and that is a distinct operating unit of any commercial or industrial facility. These proposed regulations do not apply to municipal waste combustors or infectious waste incinerators. Comments on the proposal are due January 31, 2000.
